SUBJECT: Formal consultation on the 2007 Plantation Thin project within the Mt. Hood National Forest which may affect northern spotted owls and spotted owls critical habitat due to habitat modification and disturbance [FWS reference: 1-7-06-F-0216].


Dear Mr. Larson:


This letter and enclosed Biological Opinion (BO) responds to your request for consultation with the U.S. Fish and Wildlife Service (Service) pursuant to section 7 of the Endangered Species Act of 1973 (16 U.S.C. 1531 et seq.), as amended (Act).  At issue in this consultation is the habitat modification and disturbance effects from the 2007 Plantation Thin proposed by the Mt. Hood National Forest may have on the northern spotted owl (Strix occidentalis caurina) (spotted owl), and spotted owl critical habitat.  Your request for consultation was received in our office on July 26, 2006.  Our conclusion for formal consultation is that the implementation of this project at the anticipated level would not adversely modify spotted owl critical habitat, and we concur with you that the project may affect, but is not likely to adversely affect spotted owls.
